The Verge figured out why exactly that is by interviewing a bunch of different Comcast employees.

Here are a couple highlights:

They schedule the jobs expecting

that one of your jobs will cancel.

I usually run over somewhere and have to make up the time at another job.

You have to start trimming corners to make up that time you lost.

This means the tech is late for every job; often hours late.

Which is to say, oftentimes, it’s not the technician’s fault.

It’s more of a scheduling nightmare.
